SA���ʴ�ý

Lately, we’ve been hearing questions about whether it’s necessary for the SA���ʴ�ý ISD Board of Trustees to adopt a budget, so we put the question to Ed Ramos, SA���ʴ�ý ISD’s chief financial officer.

Ed: A school board must adopt a budget by June 30. If a board does not adopt a budget by this date, then the district cannot expend any funds, including payroll expenditures, after this date. Per Education Code 44.006, “Public funds of a district may not be spent in any manner other than as provided for in the budget adopted by the board.” 

In essence, one of a school board’s most important governance duties is to adopt a budget. A school district may not expend funds without an adopted budget. SA���ʴ�ý boards can amend adopted budgets or approve emergency supplementary budgets for unforeseen expenditures such as after a natural disaster, but if we want to make payroll or keep the lights on, we need to pass a budget by the end of the month.

Últimamente, hemos estado escuchando preguntas acerca de si es necesario que la mesa directiva del SA���ʴ�ý ISD apruebe un presupuesto; por eso, le hicimos la pregunta a Ed Ramos, director general de Finanzas del SA���ʴ�ý ISD.

Ed: La mesa directiva tiene que aprobar un presupuesto a más tardar el 30 de junio. Si una mesa directiva no aprueba un presupuesto para esta fecha, entonces el distrito no puede gastar ninguno de los fondos, incluyendo los gastos de nómina, después de esta fecha. De acuerdo con el Código de Educación 44.006, “Los fondos públicos de un distrito no se pueden gastar de ninguna manera que no sea la prevista en el presupuesto aprobado por la mesa directiva”. 

Básicamente, uno de los deberes de gobernanza más importantes de la mesa directiva escolar es aprobar un presupuesto. Un distrito escolar no puede gastar fondos sin un presupuesto aprobado. Las mesas directivas escolares pueden enmendar los presupuestos aprobados o aprobar presupuestos suplementarios de emergencia para gastos inesperados, como después de un desastre natural, pero si queremos pagar la nómina o mantener las luces encendidas, necesitamos aprobar un presupuesto a más tardar a finales del mes.
